The ideal candidate should hold a Degree in HR Management, Business Administration, or a related field, and possess a minimum of 10 years of progressive HR experience, including at least 5 years in a senior leadership role within a complex organization.
This role demands in-depth knowledge of Maltese employment law, industrial relations, and public sector employment frameworks, along with proven expertise in workforce planning, recruitment, and employee engagement strategies.

Responsibilities
- Developing and implementing HR strategy aligned with company goals, policies, and standards.
- Advising the CEO and Board on workforce planning, organizational development, and succession planning.
- Ensuring compliance with Maltese employment laws, regulations, and collective agreements.
- Managing recruitment and selection processes to attract and retain skilled staff.
- Forecasting staffing needs with line managers and leading employer branding initiatives.
- Designing and delivering training, career progression frameworks, and mentoring programs.
- Building partnerships with training providers, institutions, and government agencies.
- Developing employee engagement and retention strategies, including surveys, rewards, and recognition.
- Promoting inclusion, collaboration, and positive workplace culture.
- Maintaining constructive union relations and overseeing HR policies, grievances, and disciplinary actions.
- Supporting occupational health, safety, and well-being initiatives.
- Overseeing HR systems (HRIS) and delivering accurate HR reports and metrics.
- Using data analytics to monitor workforce trends, turnover, training, and engagement.
